About the Playbook

Kaya Natin Movement for Good Governance and Ethical Leadership created the “Pandemic Playbook: A Local Chief Executive’s Guide to Handling COVID-19 and Other Future Pandemics” as a tool to help local leaders navigate through the uncertainties and emerging challenges of public health emergencies.

This Playbook features local policies and frameworks for pandemic response, perspectives from public health practitioners, and lessons learned by local chief executives who, through good governance and effective leadership, were able to mitigate the effects of the health crisis in their own communities.

This Playbook aims to:

  • Share lessons learned by LGUs and other public health stakeholders during the ongoing COVID-19 pandemic;
  • Serve as a resource for developing new policies at the local level in preparation for COVID-19 and other public health emergencies in the future;
  • Provide a platform that can be adopted by the Department of Health (DOH) and the Department of the Interior and Local Government (DILG) in acquiring new perspectives from local government units, and;
  • Complement webinars, video presentations, infographics, workshops and other media resulting from this handbook that can potentially be used in cascading its contents to local chief executives in the Philippines.

About Kaya Natin

Kaya Natin! is an organization that promotes effective, ethical and empowering leadership in the Philippines. It is a leadership sanctuary for former and incumbent government officials who practice transparency, accountability, and people’s participation in their leadership. We aim to create a culture in our society which upholds the ideals of justice and freedom by teaching citizens the principles of ethical leadership and empowered participation in government.

Kaya Natin! believes that citizens also have to do their part in making sure that basic services are delivered to all. Good governance means that the government and its institutions work for the people through collective action of the people themselves. In this sense, Kaya Natin! strives to connect engaged citizens and partner institutions to bridge the gaps in our society.

About the Philippine Alliance of Patient Organizations

Representing at least one million patients nationwide, the Philippine Alliance of Patient Organizations (PAPO) is a coalition of patient organizations advocating for universal access to healthcare and allied services. We aim to empower Filipino patients, including persons with disabilities (PWDs), through education, networking, policy advocacy and capacity building.

PAPO advocates for meaningful reform in three fundamental areas – respect for patient rights, universal health care and patient participation in health policymaking – in order to improve the quality of health care in the country.
